AllowMove Property (GoLayer)

Gets or sets whether the user can move selected objects in this layer.

Remarks
A false value prevents the user from moving objects in this layer by the normal mechanisms. Even when this property value is true, some objects might not be movable by the user because the object or its document disallows it, or because the view disallows it. Your code can always move objects programmatically by calling obj.Position = newPos.
