MatchesNodeLabel Method

This predicate is called by SelectNextNode to decide if a part's text label starts with a given character.

Parameters

part
c: a Char, normally a letter or digit

Return Value

true if the part's IGoLabeledPart.Text's first character is the same as c, ignoring case
