This method assume LastInput has information representing an input event describing the rotation of the mouse wheel. By default this just calls IGoTool.DoMouseWheel on the current Tool.
This is normally called by RaisePostBackEvent and any other code that wishes to simulate a canonicalized mouse wheel event.
