DocumentChanged Method

Create an IGoUndoableEdit for a GoDocument Changed event.

Remarks

This calls SkipEvent if for some reason we should ignore the e. This then creates a GoChangedEventArgs and adds it to the CurrentEdit, a GoUndoManagerCompoundEdit which it allocates if needed. This method always ignores all Changed events while we are performing an Undo or Redo.
